Mission Statement
Our mission is to serve all individuals impartially, honestly and with integrity. The Courts and its staff remain dedicated to functioning as a team in order to serve the public by protecting individual rights and to provide equal, fair and consistent access to justice for all who are in need of our services. We strive to perform these duties in an efficient and timely manner.

Organization
The First Judicial District Court and the Justice and Municipal Courts have an agreement to utilize a consolidated administration to maximize staff resources and to improve efficiencies. There are two District Court Judges and two Justices of the Peace/Municipal Court Judges. There are 33 full time employees and 4 part-time employees.
The First Judicial District Court is on the third floor and the Justice and Municipal Courts are on the second floor of the Carson City Courthouse. There are Court Clerk’s Offices on each respective floor and a Fines and Fees Office on the second floor. These offices provide clerical support for court operations and serve the public.
The First Judicial District Court Judges supervise the Juvenile Court and Juvenile Services Department. The District Court Judges are also responsible for District Court cases in Storey County.
Mental Health Court Program
The Mental Heath Court program is held each week in the Justice and Municipal Court. There is an average of 30 participants in the program. Specialty Court funds from the Nevada Supreme Court and legislative funding pay for this program. Mental Health Court participants are intensely supervised by a multi-disciplinary team approach. The team provides comprehensive treatment to address diagnosed mental illness and substance abuse addiction.
Misdemeanor Treatment Court
Judge Thomas R. Armstrong established the Misdemeanor Treatment Court on July 2, 2015. There is an average of 50 participants in the program. The majority range from 18 to 25 years of age. A dedicated team consisting of Judge Thomas R. Armstrong, members from the District Attorney, Public Defender, Department of Alternative Sentencing, Carson City Sheriff’s Office, and Community Counseling Center meet weekly to discuss each participant’s compliance and progress in the program. Participants attend weekly court hearings. Grants through the Nevada Supreme Court and Carson City Justice Court Restricted funds pay for the program. The mission of the program is to provide addicted offenders a foundation to lead a drug and crime-free lifestyle through a multi-disciplinary team approach focusing on intensive treatment monitoring and supervision.
Western Regional Drug Court
The Western Regional Adult Drug Court is held every other Monday in District Court. There is an average of 65 participants in the program. Specialty Court funds from the Nevada Supreme Court pay for this program. Drug Courts are extraordinarily effective alternatives to the traditional adjudication of drug-related offenses in criminal courts
Serious Driving Under the Influence (DUI) Program
Chapter 484 of the Nevada Revised Statutes mandates the Serious DUI Offender Program. This program consists of government agencies working together in providing intense monitoring, supervision and treatment services to offenders driving under the influence to rectify behavior that directly contributes to recidivism. The Serious DUI Offender Program is a modified version of the drug court model.

Observed Holidays
The Courts observe the following holidays in accordance with NRS 236.015:

- Martin Luther King Jr.'s Day, observed on the third Monday in January
- President's Day, observed on the third Monday in February
- Memorial Day, observed on the last Monday in May

- Independence Day, July 4
- Labor Day, observed on the first Monday in September
- Nevada Day, observed on the last Friday in October
- Veteran's Day, November 11
- Thanksgiving Day, observed on the fourth Thursday in November
- Family Day, observed on the Friday following the fourth Thursday in November
- Christmas Day, December 25
If January 1, June 19, July 4, November 11 or December 25 falls upon a Sunday, the Monday following must be observed as a legal holiday. If they fall upon a Saturday, the Friday preceding must be observed as a legal holiday.
